It looks like a nursing collar. They were put on older calves so thay could not nurse. This was done to save milk or make sure a new born would have enough. Tony

Looks like "Studded Rim" for traction on a wooden wagon wheel (to stop wagons from sliding sideways down a hill) JMO....NGE

Thanks for the input. Whow, snow chains, cables, studded tires, but first came a piece of flat stock wrapped around the wagon wheel with defects for traction! We've come a long way baby
