Bismarck something or other - HELP!

I found this years ago (don't even remember where) and have always wondered what it was. Today I remembered to ask! It's slightly larger than 2" diameter, has a floral engraving on the front and BISMARCK No.1 with what appears to be a serial number 107453. I thought cover for a pocket watch but couldn't find any information. What is it, and could it be silver?

I'm going with a pocket watch cover, but it could also be a lid for a ladies compact. It does not look like silver, but it possibly may be made of German Silver, which contains no actual silver, but is an alloy of nickel and copper.
