I do have some round shaped stereo viewers, they would fit, thats a possibility.

I think you're on the right track as far as those being some type of optic/lens cover. I suspect the past owner of these may have been a bit of a tinkerer and nothing was perfect until it was personally modified. In this case, it looks as though the wooden "bridge" that connects the covers may have been added.

I do agree it appears to be hand crafted.
