Hey, I've been there Jim, and indeed had the garbage plate! (the friend I was visiting in that area insisted upon it). Very good stuff. Their food has some character, none of those bland undercooked home fries and such.
But closer to home I'd say The Friendly Toast in Portsmouth NH.

I have eaten there many times. I don't think there is one coffee cup that matches another in the entire place.
Good cheap food though.
For breakfast I like the Canadian Honker. Two eggs, potatoes, toast/jelly, choice of meat, and coffee all for about $5.
You can't make it at home for much less than that.

If you ever get to downtown Kansas City this is the place to go...awesome burgers ;D Unfortunately my hometown favorite went out of business but the name of it is still a classic "Terry's house of tomaine"

Not far from me is a greasy spoon called....FAT BOY'S BACKYARD BBQ & MORE. Best BBQ, and fries I've had in years, and they peel and slice their on fries. :P
 

Salt-n-Pepper in Chicago.

My buddies and I play hooky from work and go to a Cubs game every year.

We take the SouthShore train out of SouthBend with a case of beer.

When the train ride ends we walk a few blocks to the subway.We take the subway and get off right outside of Wrigleyville.

We then walk a few more blocks and have breakfast at Salt-n-Pepper.Pitchers of beer with breakfast...yummy!

This place even has tater-tots and pop tarts on the menu.
