✅ SOLVED Bell? Old Candle Snuffer? Mold?

This was dug on an old site. Probably early to mid 1800's but could be older. It's brass I'm pretty sure, thick and heavy. There's a small hole down near the rim that looks original. I like how the handle is a little off center. Looking inside, it's all smooth. No sign there was a bell clapper. My first thought was candle snuffer? I don't think it's either a snuffer or bell, but it dose look like it was grip with a pair of pliers, pipe wrench or something once on the larger flange end. Nothing comes to mind where to begin with what that may be yet for me, but hopefully a bell will go off in some members head here soon and begin the process of solving this mystery item.

Could it be the top piece for a flag? The type on a wooden pole?The little hole would have been for nail or screw to fasten the cap on the pole?
