Beautiful detailed buckle found

Hi all, I found this buckle near a early 1800's site along with a nice small copper ladies wrist band (very dainty). I'm not able to find anything on this buckle so perhaps one of you pro's may have the answer. I'm also hoping that it can be restored somehow. Cheers and ty in advance. Jon
