Beach treasure

This was found 3ft deep on a New Jersey beach, can anyone explain what it is, what the symbol on the bottom represents, and what time period? It seems to be solid brass. Thanks for any information!

here's one similar to the bell pictured above available at esty on the web for $28.00
Same one on ebay for $22.00 not really old or rare as they are all over the net.

But since the O.P took down the pic of what he found I'm going on what's shown above...
