banner gone?

I cant see the banner anymore,has been gone for the last couple of months. Is it because I havent re-upped charter membership yet or am I having issues with my java or? Has anyone else been having similar problems? thanks alot for any replies... shoot

You should be able to see it, nothing to do with Charter Membership.

Check under your Profile first to make sure you don't have it checked off to be hidden. Should be an option under "Look and Layout Preferences".
