I've seen it and indeed he has a sweet spot. He needs to be careful where he is hunting. East End of St. Croix is Buck Island and surrounding waters which are protected by NPS. Christiansted on St. Croix has Fort Christiansted in the harbor and is also protected by NPS. St. Johns - 3/4 of the island is protected by NPS. St. Thomas - I'm not familiar with as I avoided the island when I lived down there.

Now, even if he is on legal ground, one still needs to be careful where you hunt. I have the scars to prove it from being accosted for my spearfishing gear while hunting in St. Croix. There is real crime in paradise and you must be vigilant at all times.
