Bale seal?

Hey guys. I dug this item today. I'm not sure if it's a bale seal or a mangled pewter button. Looks to have an anchor on it. I'd like to be able to get a ballpark ID on age, as it would help to date this site. Thank you all in advance!

I'd be curious to see it cleaned up a bit and from an another angle to figure out what the back looks like, as it almost resembles the cap/stopper off of an old tube of ointment or similar (back when such things were metal). But I could just be seeing it wrong of course.

Is it lead? If not lead, it isn't a seal.

Just put a knick in it. It's pewter

Put a ruler by it so we can see the size. It reminds me of a cuff stud.

It measures roughly 1/4", but it may have been a bit bigger before it started to degrade.

Iron Patch and I were talking about it and he says he has seen that style of anchor before, but can't place it.

I wish I could find a picture of the lid of one of these: dentifrice: Colgate's Ribbon Dental Cream, 1896 --*Kids Encyclopedia | Children's Homework Help | Kids Online Dictionary | Britannica
And although the side profile of this is still a mystery I can picture it as a lid like this with a broken off chunk of the tube stuck in it.
Still wrestling with the 1/4" measurement... Sure is small.
