✅ SOLVED Bale seal or tag?

Found this on an 1800's site today. I thought it was a bale seal, but all of the seals I've seen were not as uniform. On one side is the number 23, and the other has four letters. I think the first three letters are LKR, or LKA? It is made of lead, and has rust on the area where the scallops are gone where I think a wire went in. Any help would greatly be appreciated bale tag.webpbale tag 2.webp
 

I think it's a seal, but I don't know what it is off of. They are used on so many different things. I believe yours is actually fairly new. Those are still being made.

As an edit to the above. I was looking them up and the examples I found with edge like yours are actually older ones.

Might be from the Little Kanawha Rail road.

There was a railroad going through the farm. There was also a fairy that crossed the Little Kanawha river not far from the field where this was found. Thank you for all of your input. I'm going to keep researching it to try and get a time period that it's from, and maybe what the letters meant on the back! The research is half of the fun of our hobby! I also found a mans ring that was gold plated at one time and a flat button, both from the 1800's! Go to love this hobby!!
