I can't find anything about them except between about 1918-1925, so maybe that would have to be the timeframe?
Can anyone else find them referenced before or after?!

I found this reference to Dominion Cruisers. Scroll down to the Marine and Navy Service paragraphs. This would pre-date WWI and possibly go back to the late 1860s. https://en.wikipedia.org/wiki/Fisheries_and_Oceans_Canada I also found this reference that puts it in the late 1870s, Read it all, ARCHIVED - USQUE AD MARE - Marine and Fisheries - CCG Publications However the style of the badge suggests a much later date to me.
