That looks like a model T front spindle. Dont know about the step.

Don't think it is a carriage step. Any that I have found or seen have been molded as one piece.

It probably attached to wood. I can see the remains of a nut and bolt.

kinda looks like a scrub brake shoe off from a wagon wheel
