Let's forget the population that has us outgunned for a moment. The military, police and criminals. The first two are protected by specific laws when they kill someone. The last group, of unknown size, are immune from any laws. And in many places are better equipped than the police. That's a given. So let's think about everyone else. You and me.
Ex-service persons know how to shoot. Most hunters understand how they should use their guns. Target shooters are well trained in the finer points of shooting. Most of the rest of us just want ourselves and families protected.
Persons with concealed weapon carry permits have all had federal background checks and fingerprints and photo on file. And must reapply every few years to keep the permit active. Requirements for the permit include:
(1) Previous military or law enforcement training, or
(2) Classroom training which is mostly: safe defensive shooting techniques, concealed means just that. Unconcealed can bring a Brandishing Weapon charge or more. Weapon and ammo selection. Frangible (break apart after impact) in apartments and houses. Don't want the bullet to travel through any walls. Other ammo choices for pocket various dangerous situations you might expect.
And depending on your skill and protection needs, actual shooting range experience. Safe gun practices, loading, unloading, clearing jams so you are comfortable shooting. Like women with a protection order. Even if you would never really use the gun, at least you have the option.
(3) Legal issues. The really serious problem faced by all legally licensed carriers. A CCW permit means you can protect the lives of your self and family. That's it. If you are witnessing a crime in action you are required to report it to the police. And watch so you can give a witness statement. You can not legally interfere. Cannot discharge your weapon to discourage the assault. You are allowed, if threatened yourself to show your gun. And only use it if you believe your own life is in danger. Not the other victims. That's the law.
Any shooting event will be investigated. IN your own home or office usually not a legal issue for you. Other than the injured person you shot suing you for damages. Any shooting event court appearance will cost you at least $50,000 in legal fees minimum. And depending on your relationship with your local police, can really get ugly. Unless you are protected or a criminal. No problems there. Either back to the gang or on paid leave.
