What you have there is a decorative wind chime that looks to have been cast from brass or bronze. It has very little value.

If I were you, I'd probably take it into a recycling place to get some money out of it.
That is, assuming it isn't just painted pewter.

Those are temple bells with bodhi leaf. Lots of them on ebay for about 10-20$ apiece.
