trying to id the artist of this piece.

In the top arch, (and in very weak writing) is written "To Mr. S......."
Perhaps this is an architectural sketch of a prelimiary plan of a proposed building.

'Snow Signs' is a pretty weird signature and sounds more like a company than an individual artist. Doesn't ring any bells for me but... although it's not a completely accurate depiction, is it not meant to be the White House (North Entrance)?

when i used google lens it came up with the white house as well
