Artifact restoration

If I were find an exceptional artifact such as a knife blade or arrow point, can anyone recommend someone on the west coast that does authentic work such as arrow making or mounting blades to handles.

I'd love to send an arrow head and some feathers to someone and have them send back an authentic arrow representative of the materials and methods that would be employed at the time the artifact was made.

There is a guy in Ashland,Oregon that does beautiful restoration work. His name is Steve Allelay (spelling). I'm gonna need some help here fellers, with his last name. I know there are people on here that know who I'm talking about.
