Arrowhead?

I found this fossil hunting along the Delaware River. It stuck out since most of the rocks in the area are smooth river rocks. It is about 1 1/2" long. Semi sharp on both edges. Any thoughts? I did find one fossil which is also pictured below.

Its pretty crude but it does appear to have been worked. It may have been a scraper or blade or a practice piece.
 

It’s a tool, not sure if that big knick out of the side was intentional. Maybe a spokeshave or maybe just a knife/dart/preform
 

Thank you. It definitely looks worked to me although I have very little experience with arrowheads or artifacts. I appreciate the insight.
 

It is a tool.
Engraver, chisel-like end...too narrow to be much use as a hide scraper
And the side, the heavy percussion flake,
created a Spoke Shave - an arrow shaft straightener.
 

it does have some of the characteristics of a drill, what ever it is they used it quite a bit.
