Army Corp of Engineers Mystery Piece

Item on the left has the Army Corp of Engineers symbol on the front.
It appears to be made of bakelite. Written on the disc on the back is a
copyright symbol followed by the words "Freeman 9995".
Stands approx. 5 inches high and 4 inches wide. There are no moving parts

Does this serve a purpose other than being a decorative item?

It's a desktop plaque. There was probably a metal plate on the flat area under the Corps. badge with the soldiers name and what the award was given for. Could have been for just about anything, long service, good conduct, training achievements, etc....

Guess I should have put that in there like "Soldier of the Quarter" etc, don't know why I left that out. Some of my plaques have GEICO on the back as they are the ones that gave them out as awards etc.
