are these vintage gentleman's shoe covers?

I just recieved these as a gift from a friendly ebayer that included it with my purchase, they appear to be made of some type of mole skin type material or wool felt ? what era do you think these are from ?

Spats, short for Spatterdashers. Common wear for the gentleman during the Victorian Era both in the States, the UK and on the Continent.
