Are these Victorian Hair Fobs?

I hope these pictures come out, My grandmother passed away in 1960 and these were in her jewelry box. There are shiny safety pins glued on the back but these were obviously not original to the pieces. Friends have told me these are hair decorations but they seem to thick to push through hair and each one as a little fob on the end...one a heart and one a star. Seems those would pull off it these were used in hair.

Thank you. Yes, I think they are beautiful (minus the safety pin add ons) and they are obviously gold. But I have never seen anything like them and have no idea what they are or their value. I wanted to give them to my daughter for her 50th birthday, which has now come and gone, but I would like to know something about them before I pass them on.
