1966 can dime and 1970 half franc neither stick to a magnet. All help is appreciated

No! Most countries followed suit of the U.S. Mints and did away with Silver coinage at the end of 1964. While the compositions vary from country to country and year to year, they should be somewhat similar to our' U.S. clad coinage! However, most countries still issue Silver coinage in commemorative, special issue and memorial coins.

That doesn't matter. The nickel is more prominent in the coin and thus fully covers up the copper. Modern silver-coloured Canadian coins are like that.
