Are these coins or tokens? From who or where?

I've had these on my desk for a while, unidentified, and frankly I'm tired of looking at them.

I've lost count on the different things I've searched, and the patterns in with I've searched them. All nothing.

Looked for coins with menorah also plow,cart,menorah and roman numerals and drew a blank.Could have been for children to learn numbers and symbols, as they have no denomination on them probably not money.
