Are these all old Navy items? Need help please, just joined.

We found these items recently at an old homesite. We also found a short sword (blade only, well-used and rusted), along with some coins and items that date in the 1850's to early 1900's. Any help on the ID of these items would be greatly appreciated. We were told the item marked US Navy may have been on the sword, and it could have been an officer's sword. However, it is very fragile, has broken, and has a curved effect to it, and probably made of pewter. The pin with the arrow is missing the back piece. The pin with 5 rings is intact. None of the items have any maker's marks.

The arrow piece looks like it could be an "order of the arrow" boy scout insignia.

The Navy once had a scouting organization, Sea Cadets or somethng of that nature. Could be from that organization. I think they are still around? Not sure of the name of it. Monty
