Are military or not?

Judging by the manufactures head stamps I think the two bullet casing in the middle are military and the two on the ends are civilian. Not much difference except, the ammunition requirements under the Geneva Conventions say only ball ammunition is allowed and all of the casing you found are widely available on the market.

I don’t have an opinion on the button.

The last item looks like part of a harmonic reed.

G.F.L. is Giulio Fiocchi, Italy

WIN is Winchester (USA)

FC is Federal Cartridge (USA)

All civilian make, as Arsenal use different nomenclature. Officers could carry any pistol they liked and civilian ammo was possible in wartime.

The flat part is the reed board for a harmonica or pitch-pipe.
