May be a bolo tip .. or a aiguillette shoulder cord tip .. or something of that nature?

^ I'd go with rib tip from a parasol.

I think it is a 1700s (or earlier) scabbard tip for a small narrow dagger. It has one hole (counter-sunk for a tiny rivet) near the wide end for attaching to the leather scabbard, and another hole lower down to let water drain out of the scabbard.
