Anyone seen anything like this before?

I found this in south Mississippi and can't find anything explaining what exactly it is or how old it might be. The site is close to an old logging railroad and a supposed blacksmith shop.

I wonder if it has a connection with American life after the Civil War. There was a movement to improve upon things in the south, and was referred to "The New South". The slogan could have ended up on about anything during the latter part of the 1800's.
