I don't recognise the pattern, but assume it's from a child's cutlery set. I thought at first it might be one of the nursery rhyme characters Tweedle Dum or Tweedle Dee (with perhaps the other twin on a spoon) but it's not quite right for that.

You say there is no manufacturer mark, but I think there might be at least something. I believe I can see some small letters in the scrollwork either side of the character, including what looks like an 'M' and possibly the first letter as a 'P'?

[Addition: Looks like Creskol has nailed it. I wonder if there is wording starting P##M#### and it might actually say 'Palmer Cox''?
