✅ SOLVED Anyone recognize this early tool?

It is some kind of clamp obviously, but for what? It is nickel plated steel, marked with either a "w" or "m" inside a diamond, logo. Pat date, 1915. I did an exhaustive search of old Williams tools and just about everything else I could think of. Still a mystery? Maybe a medical device? Any help would be great.

It almost looks like a nut splitter but it doesn't appear strong enough. The jaws don't look like clamping jaws but more like cutting or separating jaws. It might be an early version of a ball joint or tie rod end separator.
