Your bowl is known as a porringer.
After a reasonable time searching, I can't find any info on the marks, but to help with the search I've rotated the image and fiddled with the contrast and colour.
The marks appear (to me) to be a mother and child (Mary and Jesus?) and a Maltese Cross; each contained in a shield, which also show a checkerboard pattern on top.

I haven't found those marks but I think the words you are seeing are "FEIN ZINN" = Fine Pewter. A German pewter mark.

something about the crest,if i get time later ill search ..........."FEIN ZINN" crest mark, or something like that
