Anyone Possibly read This?

This is a vintage silk scarf (I think) found along with three Japan flags. It appears to be war era and was wondering what it says?

Cant read it but Look up meatball flags and you will find them.

Hinomaru Yosegaki. Good Luck Flag. Comparing flags & quoting from the site below.
"The characters are the usual ki-bu-un-cho-kyu, "we pray that you will always be lucky in war".
A few flags on this site have similar calligraphy denoting that phrase.
