The inscription is in "Elvish".

It's a modern piece of memorabilia produced subsequent to the release of the "Lord of the Rings" movies. Usually they're gold-plated:

You're showing it upside down in your pictures. This is the right way up:

So wish I were the first to see this post and answer Elvish within a serious context 🤣

My keyboard doesn’t have the proper keys to write Elvish runes.

Jens Hansen, the company that produced the "one ring" used in the movies, provides an Elvish translator on their website. Unfortunately, it only translates English to Elvish but not the other way round. This uses only one of the several Elvish runic alphabets invented by Tolkien:


They also produce custom rings with your desired inscription in Elvish (at a price).

[Footnote: my friend Ron (Cook) auditioned for "second Hobbit" in the first movie but didn't get the part. He's a good actor... you'll have seen him if the "Mr Selfridge" series has screened in the US.]

I’ve watched that series on our PBS affiliate. Quite a story.

I looked him up. I’ve seen him in an episode of Midsomer Murders also.
 

Found a ring this morning in the water , it has unusual markings surrounding the inside and outside of the band .
I don’t recognize the language or letters . Can anyone ID this ?
Found at a Caribbean resort.
