It's silver and about 20mm in diameter.

Makeup, powder, snuff.... something like that.

No, it's not a container Rando! It has some sort of mechanism in it

And, do you know it is a mechanism, or do you hear stuff rattling around?

No, it doesn't rotate, the whole thing is solid! The two lugs at the side could have sprung in I suppose

it sounds like birds when you rotate it. It was a spring loaded bird device thingy.
