I grew up on a farm in Washington state that was built about 1920. We found a block similar to yours in the hay barn. It was for lifting hay to the top level/3rd floor hay loft of the barn. The hook is used to mount the block at the barn roof peak on an outside beam above the hay loft door. I suspect your block is older than the 20s. It is a nice piece of historic farm equipment.
