Possibly a vehicle registration tag with a leather strap (maybe similar to a watch band) that was strapped to the vehicle...predated license plates?

What's the date on the thing? I would come close to agreeing with stefen if it says 1907, but am I seeing 1972? Monty

Never mind, I went back and clicked on the whatever it's called and see that it is 1917. Possibility I suppose?

I have seen vehicle tags like this before but cant remember exactly what they were used for. Most of the early vehicle license tags were round aluminum type for the dashboard but I have seen bicycle, chauffeur, and older horse buggy operator tags that looked this way (with the leather strap). It resembles a baggage check but its not. It may be its a drivers permit to operate a vehicle. :dontknow: :-\

So I guess the leather strapped vehicle tag goes on the horse or horses that pull the buggy/vehicle? One tax registration tag per horsepower. :D :icon_thumright:

Thats my guess. If you scroll down further in that Ordinance book, it talks about a $5 tax on motorized vehicles but makes no mention of issuing any kind of tag or plate for them.
