Was found in a river bed while the water was low. No other specimens like this have been found like this one

It looks like gypsum. That would be my guess. Was it really sandy where you found it?

Was in a very rocky area in a low river bed next to a rock wall that’s usually under water

Acid test time. I remember seeing rocks like that years ago at road side rock shops.
I thought calcite at first but like Kray Gelder said barite. It comes in a large number of shapes.
