In that there is no hole in it, I'd suggest it is a picker or packer piecework token. When a worker for the W. & H. firm picked or processed 25 units of whatever they handled, he/she got one of these. At the end of the shift, all of the tokens were turned in to the paymaster and the going rate was calculated and then credited to the worker. Piecework tokens were never intended to circulate outside of the business, so there was no need to identify it fully. If this was found in an area with such businesses, you might be able to determine whether there was one with those initials via some local research. You might also post your pics on TokenCatalog.com with some further info as to where it was found.
