looks like a mineral formation to me...similar to many agates i have seen
 

Agree. I don't see enough symmetry in it for a fossil . . . unless it a fragment of some type of coral(?)

Or maybe a combination - agatized fossil coral.

I dunno...looks like a "trace fossil" to me. They are useually made by sea worms making tunnels, burrows and the like. Hard to say from photo but it's really neat! Take it to a fossil shop for an opinion.
