Looks like a type of clamp or vise. I see Sioux City stamped but can't read the state as Ia or Il ?
Looks like a company name is stamped on it, but can't quite read it.
Looks like a model number or pat. number stamped on it ?
The handle acts as a lock/release mechanism.

Tell us what all is stamped on it and that will help in the search.

The open end, are there holes in it ?
How about a picture of that area as well please.

The sioux tool is NOT A BEAD BREAKER OR A BEAD SPREADER. The sioux tool holds the bead so it does not slip off when you are working on the other side of the tire. In other words it locks the tire in place so it won't slip off the rim until you get the entire tire on the rim. ....and here I was guessing either a thing-a-ma-bob to clamp on old jar lids to get them loose or forceps to pull a baby out. Anyway a neat find, congratulations.
