Plug N Play is correct... it is a horse-bit. More specifically, it is a variety of bit called a Snaffle-Bit. You also asked "Old?" Snaffle-bits date from the early-1800s (and perhaps a bit earlier) all the way onward through the decades up until today. You can buy Snaffle-Bits which look exactly like yours at horse-equipment stores. So, unfortunately, there's no way to accurately date yours, except to say, it is most likely from the time before the tractor replaced the plow-horse and horse-drawn wagons in farmfields like the soybean field you dug your Snaffle-Bit at.
