Hi all I found this at a turn of the century site. I think it’s cast, doesn’t appear to be iron but it reads on my xterra 705 as ferrous. Maybe an alloy?
 

I would assume it's a rowlock/oarlock and the additional small loop is so you can secure your oar against overboard loss.

Thanks all for the reply! Strange thing is it was found in the desert and the closest lake is known to only be about 5 feet deep max....during the spring.

Why were the prairie schooners so much faster than the other covered wagons ?
