Normally the older ones are marked sterling somewhere if they are silver. From the pics I don't see any signs of plating coming off. It's possible they could be silver. Great find..

If they are silver they should clean up and 'look like new' with a paste made of baking soda & water.

The pattern is somewhat similar to Baker-Manchester 'Daffodil' which is early 20th C and sterling. But not exactly... What is the flower on your spoon? A tulip?

Search 'floral pattern antique silverware' to see more possibilities. Without a maker mark, finding a match will be very tough.
