NOPE! It's a cover for a ROYAL Vacuum Cleaner. It gives access to the rubber band that spins the beater bar.

Here is a pic of my Royal vacuum Drive Cover (it is a lot newer than the one you found). Mine has an adjuster for the bar position (belt tensioner). Notice the crown is the same.
