im thinking drug paraphernalia...
to me it looks like a nitrous cracker... kids get a cylinder of compressed nitrous, put it in the cylinder twist it to "crack" it open while holding a large balloon over the top to collect the expanded nitrous then inhale deeply on the gas.

nitrous is also sold in the same cylinders as co2

google "nitrous cracker" and see what kind of pictures you come up with ;)

seen them at head shops

someone probably partied too hard and lost it or someone tossed it in the water to "dispose" of it lol.

Good call. At first I thought it could be an old auto-inflator for a SCUBA Bouyancy Control Device (BCD).
