Rein Guide would be correct. Here is picture of one that is not broken in the Crouch Relic book.

Definitely an interesting item - but, I think you still have to look around for what it is. Even broken, I just cannot see it being a rein guide.

The wider flat part - :icon_scratch: - and an unmatching other side - it just doesn't jive, for me - and I have owned many, many harnesses.

(the exception might be 1s century, Celtic-terret style) :dontknow:

If it is a reign guide, I don't know why someone would feel the need to cut it. It also seems too heavy to be a drawer pull. I will also ask a few people I know and see if they have any idea.

If its too heavy for a drawer pull, then it may be a side handle for a chest or tool box. Im just throwing out ideas but dont have time today to search for a pic.
