I reminds me of some of the cast iron handles I have seen on chisels, similar in nature to this one:

Following-up on creskol's idea, if you look at the end in the picture nearest the "3" does it appear that another piece of metal was screwed in there?

it has a roundish end , see close up in my new picture

Some kind of key? It looks like the initials NIR are cast on it.

Solution
The end of a handle for a large spoon or ladle?
Not sure , it 3 inches only , then it tappers down to the rounded tip, post above yours says may be a chisel end piece, but again the handle would only be 3 “ , seems short for that. It looks like the end of a crescent wrench handle, but to short for that as well. Thank for input everyone.
