I will second reply.... the old wind-up clock key. Late 1900s. I have one nearly like it, probably nickel.

Yes, was thinking skate key also. We used to have skates the clamped onto our shoes, and the key was what tightened them down. However I looked for pictures, and the first ones are skate keys.
Then I looked up clock keys and found this. Appears to be a clock key.
