Thank you for the info. It did come from the high desert in Central Oregon.
 

Looksl like an eccentric point not sure the purpose, the Bottom of picture is the base, maybe used to shave something, who knows?

Definitely has the Northern side notch look. Whatever its purpose was certainly interesting. Thank you all for the comments, I was baffled.

Anyone else hung up on how they notched that right side? It’s almost a perfect circle. I’m not sure how I’d pull that off short of nibbling away with the most thin tool possible.

... My guess and this is complete conjecture.
When that piece was brand new they both looked like that and it had a point as you can imagine. Than somehow it was damaged and the sharp pointy end broke away. It was than made into a spokeshave. There is an example of the same In the recent post about spokeshaves only with a different lithic..

The left side was probably the same and just broke with use. Crazy work on that thing. I hope we see more pics of it cleaned up.
