Here's a very similar, if not identical, tag from a 1920's catalog.

So these were attached to keys? I have been told luggage, keys, and mail.....

Keys, luggage... anything requiring personal ID / return info. The same style of tag can be found in catalogs from at least as early as the 1880's to the 1950's.

It was dug in Atlanthus, Va.
