From what I see on my cell phone I would guess that it is a hair barret.

I will add more pics of back when I get home( on the road now) but I thought maybe same thing ... Any ideas on age? Looks like an old one

With what looks like a cup on one end and an arm on the other, I would say "Sugar" tongs.
I have a similar pair Hallmarked PR.

These tongs came in boxes of chocolates in the early 20th C. In a time of no air conditioning and ladies wearing white gloves, removing a chocolate bonbon from the box could be a messy endeavor.

Your tongs appear to be un-used (not folded). Very cool find.
